Meet the two member-count requirements for the applicable row.
The second column combines Layer 2 and Layer 3; it is not a requirement for each layer separately.
This bonus can be claimed once per month, subject to meeting the required criteria.

Example

When your team has 5 Valid Layer 1 Members and 7 Valid Members across Layer 2 and Layer 3, you are eligible for a $150 Monthly Leadership Bonus.
